Revolution Wind construction is complete in Rhode Island and Connecticut

Revolution Wind construction is complete. The offshore wind project that sells power under contract to both Rhode Island and Connecticut finished installing all 65 of its turbines on September 18, 2026, CT Mirror reports, after surviving 2 separate federal attempts to stop the work. The finished project is rated at 704 megawatts, split 400 megawatts to Rhode Island and 304 megawatts to Connecticut, and its developers expect it to power more than 350,000 homes across both states.

Revolution Wind LLC, a joint venture jointly owned by Orsted and Skyborn Renewables, describes the project as the first offshore wind project in the country built to sell power under contract to 2 different states, a framing from the developers about their own project rather than an independent count. Revolution Wind has delivered partial power to the New England grid since March 13, 2026, and the developers say nothing is currently stopping it from reaching its full 704 megawatt output later in 2026. Connecticut Public reports that once it reaches full output, Revolution Wind alone would supply roughly 2.5% of the electric supply used across New England.

Two federal stop work orders, both overturned in court

The completion follows 2 separate stop work orders from the federal government, each aimed at a project already most of the way built. The Bureau of Ocean Energy Management issued the first order on August 22, 2025, citing a national security review under a presidential memorandum, when the project was 80% complete, 45 of its 65 turbines were standing and 506 of the eventual 704 megawatts were installed. Hundreds of workers were laid off immediately, Rhode Island officials said, with thousands more at risk across other New England offshore wind projects. Orsted, and separately Connecticut and Rhode Island, sued, and a federal judge ruled in September 2025 that the government had failed to make any factual findings or cite any reasons for the stoppage, ordering work to resume.

A second stop work order followed on December 22, 2025, halting 5 East Coast offshore wind projects at once, Revolution Wind, Vineyard Wind 1, Sunrise Wind, Empire Wind and Coastal Virginia Offshore Wind, citing a new claim that turbine blades and towers could interfere with radar. Courts began ruling against that order in January 2026, again finding the administration had not explained why construction could not continue. Revolution Wind already held its main federal permit, the Construction and Operations Plan approved in November 2023, and with both orders overturned nothing has halted the project since.

The jobs behind the finished turbines

Revolution Wind now supports more than 2,000 direct jobs across construction, manufacturing, shipbuilding and operations, the developers say. At the time of the first stop work order, the project had already supported more than 1,000 union jobs and logged 2 million union labor hours, and nearly 200 Rhode Islanders had trained specifically for this workforce at a Global Wind Organisation Basic Safety Training facility built for it at the Community College of Rhode Island, a program that did not exist before this project needed a trained workforce.

This project was fully permitted, 80% complete, and already delivering thousands of good union jobs.

What Rhode Island and Connecticut get for it

Rhode Island has invested nearly 1.3 billion dollars in the project, according to a press release from the office of the governor. Rhode Island takes the larger share of the power, 400 of the 704 megawatts, against 304 megawatts for Connecticut.
